The vendor offers some deal like the cruise, or a $20 rebate, but you have to juggle 6 balls for 30 minutes to qualify.... The vendor pays the incentive company a relatively low price per 'lead' and the incentive company makes a better margin by ensuring that nobody actually follows through.
